Every natural or [juridical] person, manufacturer, or dealer, whether or not he sells tuberculin in Puerto Rico, must submit to the Secretary of Health of Puerto Rico, within the first five (5) days of each month, a statement showing the sales and stocks of tuberculin at the end of the last day of the preceding month; in said statement he shall also give complete details in regard to the source of the tuberculin and the date of its preparation.
