Any natural or [juridical] person wishing to buy tuberculin in Puerto Rico must make his application to the Secretary of Health, and the permit to buy tuberculin shall be authorized by said Secretary and by a veterinarian of the Department of Health or of the Department of Agriculture and Commerce.
