The Secretary of Health is hereby authorized to establish through regulations to such effect, the fees to be paid for any certificate or document issued or service rendered by the Civil Registry of Puerto Rico, its subregistries or subordinate registries. Provided, That the amounts to be paid shall never be greater than the cost of issuing the certificate or document, or of the services offered. When multiple copies of a single certificate or document are requested, a discount shall be offered for the additional copies, in order to show that the cost of producing said additional copies is less than the cost of producing the first copy.
