The Executive Director shall have all the powers and faculties delegated to him/her by the Board of Directors, including those listed below, without being limited thereto.\n(a) Perform any functions that are necessary and convenient to implement this chapter and the regulations adopted by virtue thereof.\n(b) To appoint an assistant director, with the approval of the Board of Directors. In case of absence or disability, the Executive Director shall be substituted by the assistant director, who shall perform all of his/her duties.\n(c) To submit to the consideration of the Board of Directors, proposals of regulations to govern the affairs and activities of the Administration and to establish the rules and norms needed to comply with the functions and duties of the Administration.\n(d) To appoint and contract the personnel of the Administration, fix their remuneration pursuant to applicable personnel regulations, and to the compensation plan established by the Board of Directors.\n(e) To establish and maintain offices in the place or places deemed adequate and necessary to comply with the purposes of this chapter, upon approval by the Board of Directors.\nHistory —Sept. 7, 1993, No.
