The Administration shall be excluded from the provisions of §§ 1301 et seq. of Title 3, known as the 'Puerto Rico Public Service Personnel Act', the Commonwealth of Puerto Rico Purchases and Supplies Act, and from all the regulations promulgated by virtue of said acts.\nNevertheless, it shall approve General Regulations to implement the provisions of this chapter within six (6) months following the effective date hereof.
