Any locality, premises, establishment or site substantially used for the purpose of illegal manufacture, distribution, dispensing, administering, using, selling, transferring, storage, keeping or concealing controlled substances shall be deemed a [public] nuisance. No person shall keep or maintain such a [public] nuisance. In such cases the Secretary of Health may institute the corresponding procedure to obtain a judicial order prohibiting the continuance of such illegal situation.
