The controlled substances inspectors, as defined by §§ 2101 et seq. of this title, shall receive a specialized training in coordination with the Department of Justice and the Office of the Police Superintendent of Puerto Rico, after their appointment and before they begin to exercise the faculties vested in them by § 2511a of this title. The Secretary of Justice or his designee shall certify that the controlled substances inspectors have received the specialized training and that they are qualified to perform the duties vested in them by §§ 2101 et seq. of this title.
