The Council may create any special committees it deems necessary to carry out its functions.\nThe Council, as well as any of its committees may seek outside professional or technical counsel with the purpose of fulfilling its functions or duties. Government agencies related to the field of health shall be bound to furnish the information, guidance and resources required by the Council, provided they are available.\nSeventeen (17) members shall constitute quorum to hold the meetings of the Council in full and its agreements shall be approved by the majority of those present.\nThe Council in full shall meet as many times as it deems necessary, but not less than once every three (3) months.
