For the purpose of giving immediate effectiveness to the public policy declared in this chapter, the Council is hereby authorized and directed to give priority to the following areas within the framework of its responsibilities and functions:\n(1) Preventive health; availability, accessibility, acceptance, visibility and rendering of health services.\n(2) Programs for mothers and children.\n(3) Mental health and addiction.\n(4) Medical emergencies.\n(5) Environmental health.\n(6) Evaluation and updating of the models for the rendering of health services, based on the established criteria.\n(7) Bolstering of the coordination of the components of the health system in Puerto Rico.\n(8) Short- and long-term programs for elderly persons sixty (60) years old or older.\nIt shall also be the responsibility of the Council to continually evaluate the effectiveness of the efforts being carried out by government bodies to attend the priorities indicated above using, without it being construed as a limitation, empirical measurements of variables and analyses of the health indicators and of any other information or statistical data that is relevant.
