The sum of three hundred thousand dollars ($300,000) is hereby appropriated to the Secretary of Health from the General Fund of the Government for the purpose of facilitating the organization and operation of the Council hereunder, during fiscal year 1976-77. For subsequent years, the operating expenses of the Council shall be defrayed from the funds of the Department of Health.\nThe Bureau of the Budget is hereby empowered upon authorization of the Governor, to appropriate to the Department of Health from any available funds the sum of one hundred thousand dollars ($100,000), to defray the expenses of a publicity and orientation program on the scope and purposes of this chapter, for providers and users of the health services in Puerto Rico and the citizenry in general.
