No municipality of Puerto Rico, nor any instrumentality, public corporation or other dependency of the Government of Puerto Rico which is not a party to the Settlement Agreement with the tobacco companies, may file a claim for damages against any tobacco company which is a party to this agreement, after one year from the date on which said Settlement Agreement was signed.\nHistory —July 30, 1999, No. 173, § 21.
