The Committee shall act as the central body responsible for coordinating the bodies participating in the Health Information System to ensure that an integrated and systematic focus is given to the planning, design and implementation process of their respective information systems. The operation of the Health Information System shall be responsible for each of the participating bodies therein.\nFor the purposes of making this chapter feasible and to better use the resources invested in the Health Information System, the Committee shall carry out the following duties:\n(a) Identify, study and evaluate all the problems related to the need, production, distribution, handling and use of health information.\n(b) Promote and stimulate the public agencies, instrumentalities and corporations, and private entities participating in the Health Information System to perform the evaluation of their respective Information Systems and to adopt measures directed towards improving the System.\n(c) Prepare a master plan for the integral design of the Health Information System, in coordination with the bodies participating in said System and to follow up the individual efforts of those bodies in the
