It is hereby stated that it is of the highest public interest and priority to ensure that pregnant women, regardless of their age, have access to pre- and postnatal care and services and that they receive prenatal care as soon as possible after the beginning of pregnancy. Therefore, any pregnant non-emancipated or mentally-incompetent minor may receive pre- and postnatal health care and counseling services, to include nutritional advice and guidance as to the conduct and attitude for the protection of the fetus and the postnatal evaluation and care of the newborn baby, without having to comply with the requirement of obtaining the prior consent of those [who are] legally [called] upon to consent for said minor.\nHistory —July 22, 1992, No. 27, § 1.
