(a) This chapter hereby creates a Registry for Congenital Conditions among Infants of the Vieques Municipality.(b) The Registry so created shall be attached to the Puerto Rico Department of Health, which shall assign the necessary personnel and staff for attaining the purposes contemplated in the present chapter.(c) In performing its functions, the Department may delegate some of its duties to those public agencies or instrumentalities better suited to render the objectives of this chapter viable.(d) If the delegation acknowledged in subsection (c) of this section is performed, the Department shall maintain, at all times, the primary responsibility of managing the Registry.
