In discharging the duties imposed by this chapter, the Department of Health shall adopt the rules and procedures controlling how the Registry shall operate. The regulations so adopted shall at least strive for:(a) The use of a medically recognized system that specifies the congenital conditions to be identified and researched.(b) Configuring the system in such a way as to classify congenital conditions according to their seriousness for public health.(c) Codifying the information compiled in the Registry in such a way so that the personal data of the registered infants may be represented with special codes and abbreviations.(d) Requiring a minimum for the training and experience of the agents and officers authorized by the Registry.(e) Determining the method for granting access to the medical records and to the necessary information for compliance with the provisions of this chapter.(f) Establishing a procedure that facilitates cooperation among the medical facilities, the health professionals and the officer in charge of the records.[Said procedure shall include specific rules regarding requests for medical files, the time for review of the same and the official who shall
