The Program shall be excluded from the provisions of Act No. 5 of October 14, 1975. The Secretary of the Department of Health shall provide through regulations that must be adopted within the six (6) months following the date of effectiveness of this act, the personnel norms and any other norms that shall govern the operation of the Program.\nHistory —Aug. 31, 2000, No. 259, § 10, retroactive to July 1, 2000.
