The Center shall be excluded from the provisions of Act No. 5 of October 14, 1975, known as the 'Puerto Rico Public Service Personnel Act', from the provisions of §§ 931 et seq. of Title 3, known as the 'General Services Administration Act', from all Commonwealth of Puerto Rico procurement laws and from all regulations promulgated by virtue of said laws.\nHowever, the Center must approve a set of general regulations to implement the provisions of this chapter within ninety (90) days following the approval of this act.
