(a) The Executive Director shall be the chief executive officer of the Center and shall answer to the Board of Directors for the direction and administration of the Center according to the purposes established in this chapter.\n(b) Duties. — The Executive Director shall be responsible for all matters detailed below and for all those that shall be delegated by the Board of Directors according to the purposes established in this chapter.\n(1) Perform executive duties in the Center.\n(2) Plan, coordinate, direct and supervise the operations of the Center and its programs.\n(3) Ensure that the funds appropriated or collected for the Center are used according to the purposes provided in this chapter.\n(4) Administer the annual budget of the Center.\n(5) Submit the reports required by this chapter as well as any others required by the Board of Directors.\n(c) Powers and faculties. — The Executive Director shall have the powers and faculties listed below, without this constituting an exhaustive listing:\n(1) Appoint an Assistant Director. In the case of the temporary absence or disability of the Executive Director, the Assistant Director shall substitute [for] him/her and exercise all
