The Department of Health is hereby empowered to promulgate the regulations needed to establish the requirements for the approval and endorsement process for the establishment or expansion of the operations of the Center. If necessary, the Department may amend and/or repeal that which is necessary to temper the administrative regulations and rules to make the efficient operation of the Center feasible.
