The director of each institutional provider shall adopt rules, regulations, and procedures as are necessary within the institution to assure compliance with all the provisions of this chapter, and the same may broaden or extend, but they may neither restrict nor impair the rights guaranteed to persons who receive mental health services. Provided, however, That the director of each institution shall adopt and comply with the protocol to intervene with persons who receive the mental health services established by the act.All rules and procedures relating to the implementation of this chapter shall be revised annually. Said process shall be documented and shall be part of the licensing requirements for all institutional providers.
