It is hereby acknowledged that the different manifestations of mental problems and disorders, such as domestic violence, crime, delinquency, child abuse, truancy, and the homeless population fall within the responsibility of different government service agencies, which [results in] fragmented attention to the problem. Based on this premise, we establish the importance and urgency to develop interagency collaborative systems to provide integrated and comprehensive services to populations with mental disorders, which, one way or another, are also served or have the right to receive services from other agencies.
