The Administrator, as authorized by §§ 402 et seq. of Title 3, known as the 'The Mental Health and Addiction Services Administration Act', shall be responsible for procuring and assuring the appropriation of the budgetary funds necessary to facilitate the implementation of and compliance with this chapter. It shall be the responsibility of the Legislature and the Office of Management and Budget to allocate funds to implement this chapter.
