Each member of the Council who is not a public official or employee shall receive a per diem of ten dollars ($10) for each day he attends the meetings of the Apprenticeship Council; and he shall be entitled to the reimbursement of the necessary travelling or other expenses incurred in the discharge of his duties as a member of said Council.
