The Secretary of Labor and Human Resources may at any time remove any member of the Apprenticeship Council, after notice and a hearing, for negligence or misconduct in the discharge of his office, but for no other cause; Provided, That such members as may have been appointed by reason of their official positions in the Commonwealth Government, shall cease to be members of the Council upon ceasing in their official position.
