Nothing contained in §§ 11—18 of this title or in any rules and regulations or apprenticeship agreement approved hereunder, shall operate to invalidate any provision on apprenticeship contained in any collective report, award, or working contract between employers and workmen, establishing improved apprenticeship standards.
