Every employer shall be obliged to make, keep, and preserve the payrolls of the persons employed by him, stating the salaries earned and the regular hours and extra hours worked by each one, and other conditions and practices of employment maintained by him. The payrolls shall be kept in accordance with such reasonable rules as the Secretary of Labor and Human Resources may prescribe and shall be kept for such time as the rules may determine.The Secretary of Labor and Human Resources or any of his duly authorized agents may examine during working hours the payrolls of any employer for the purpose of taking data and information for the statistics, surveys, and investigations in connection with the enforcement of §§ 271—288 of this title.
