All infractions of the provisions of this chapter shall constitute unjust and unfair trade practices or tactics. The Department of Consumer Affairs shall oversee faithful compliance with this chapter, and in terms of open business hour schedules and days, such Department shall impose on violators of this chapter, administrative fines of not less than five thousand (5,000) dollars and not greater than fifty thousand dollars ($50,000) per infraction, which moneys shall be covered into the funds of such Department.
