Any natural or [juridical] person attempting to carry out in Puerto Rico any work where the construction of scaffolds is necessary shall be required to notify the Secretary of Labor and Human Resources in writing within the first five (5) days after commencing work, indicating the nature of the work to be done, the date when such work was commenced, as well as the municipality wherein the work is to be done.
