The Manager of the State Insurance Fund is hereby authorized to place at the disposal of the Department of Labor and Human Resources, from the reserve and surplus funds of the State Insurance Fund, the sum of twenty-five thousand dollars ($25,000), or so much thereof as may be necessary, for the purchase or production of safety models and devices for the protection of workmen in agricultural and industrial occupations in Puerto Rico.
