The Secretary of Labor and Human Resources shall have the power and authority to enter into such agreements or contracts, including bargaining and grants arrangements, with the Federal Secretary of Labor and Human Resources and other agencies of the United States and of the different states of the United States, as well as with the departments, agencies, instrumentalities and dependencies of the Government of the Commonwealth of Puerto Rico and its municipalities, as may be necessary to achieve the purposes of §§ 361—361aa of this title.
