Whenever in the judgment of the Governor, by reason of a strike or a threatened strike in any of the corporate instrumentalities of the Government of Puerto Rico engaged in the rendering of essential public services, there exists or may arise a grave emergency which clearly imperils or may imperil the public health or safety or essential public services in Puerto Rico or in any sector of Puerto Rico, the Governor may exercise the functions and powers and may discharge the duties granted and imposed on him below and all other powers incidental thereto.
