The Economic Development Administration is hereby authorized to draft and promulgate any regulations necessary for achieving the most effective operation and results possible under §§ 521—524 of this title, and the said regulations shall have the force and effect of law on and after the date of their publication in a newspaper of general circulation in Puerto Rico.The Economic Development Administration is hereby empowered to appoint, contract for and fix the compensation of the necessary personnel to carry out the purposes of §§ 521—524 of this title, without subjection to the provisions of Act No. 345 of May 12, 1947, as amended, creating the Office of Personnel.
