The Secretary shall be charged with the administration of this chapter and will prescribe the norms and procedures through regulations, dictate the orders and shall take whatever steps are deemed necessary for implementation.In the performance of this function the Secretary may consult and obtain the advice of persons experienced and knowledgeable in the areas of artistic and musical activities in the private sector as well as in the government sector, especially those government agencies and bodies dedicated to the development and promotion of the arts and tourism, and they shall offer the Secretary the assistance necessary to carry out the purposes of this chapter.
