The Guidelines Program shall be governed by the following general parameters:(1) Offers may only be requested by veterans.(2) Any recognition resulting from this proposal shall be given to the veterans.(3) Eligibility of the surviving spouse. The surviving spouse of a veteran may retain the classification of veteran-owned small business or service-disabled veteran-owned small business.(4) Annual verification.
