The Secretary is hereby empowered to adopt the necessary rules and regulations for the implementation of the provisions of this chapter. The regulations so adopted shall have force of law once the provisions of Act June 30, 1957, No. 112 have been complied with. The first regulation promulgated by the Secretary as provided in § 2003(c) of this title, being of an urgent character, shall not have to comply with the provisions of Act June 30, 1957, No. 112, and shall have force of law from and after July 1, 1969.\nHistory —June 29, 1969, No. 141, p. 462, § 6, eff.
