The Secretary is hereby empowered to adopt such rules and regulations as are needed to implement the provisions of this chapter. The rules and regulations thus adopted shall have force of law as soon as the provisions of §§ 2101 et seq. of Title 3, known as the Uniform Administrative Procedure Act for the Commonwealth of Puerto Rico, are complied with.\nHistory —Aug. 5, 1989, No. 46, p. 157, § 6, retroactive to July 1, 1989.
