Any natural or juridical person who is affected adversely by the decision of the Secretary or the official on whom he delegates may request the revision of said decision before the Court of First Instance within the term of thirty (30) days counting from the date the copy of the service of the agency’s final resolution or order is filed in the case. While the appeal for review established by this section is being handled, the effects of the order or decision shall not be stayed, except in those cases in which it is shown to the satisfaction of the court that the execution of the order or decision will cause the affected party irreparable harm.\nHistory —Aug. 5, 1989, No. 46, p. 157, § 9, retroactive to July 1, 1989.
