The municipality involved shall be liable for all damages to third persons as a result of the use of the piece of land or the construction work done therein, and said municipality must keep an insurance policy on said piece of land. Nothing provided herein shall be understood to alter the limit of liability for damages provided by other statutes of the Commonwealth of Puerto Rico, with respect to municipalities or entities holding title to the pieces of land involved.
