The municipal governments may adopt ordinances establishing the exactions they deem are necessary to finance the infrastructure projects that are partially or totally the responsibility of the municipalities, and are contemplated in the urban center Rehabilitation Plan or the Area Plan.These exactions shall be imposed on the rise in the market value of the real property thus affected, generated by the effect of the infrastructure project to be built.
