Two (2) years after the adoption of the area plan or Rehabilitation Plan for a municipality, the municipality may impose an exaction of up to five percent (5%) per annum of the market value to the owners of real property located in the urban center as delimited in this chapter, who have kept their empty lots, or uninhabited or ruined structures for more than three (3) years without having begun any rehabilitation project on said property.
