The Corporation may initiate and participate in competitive or direct negotiation procedures it may deem convenient with private entities, issue applications for qualifications or for proposals or any combination of these it may deem convenient in order to cause the reconstruction or revitalization of properties located within the urban centers or to foster the revitalization of the urban centers pursuant to the ends and purposes established in this chapter.
