The Board may issue all regulations, rules, administrative determinations or circular letters it may deem necessary to achieve the purposes of this chapter, including rules and regulations for promoting public security for maintaining public order, subject to the provisions of §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico'.
