According to the principle of self-management, the special communities benefited by this chapter shall be responsible for the proper use of the resources provided and for guaranteeing free access to computer equipment. Said special communities shall be bound to comply with the standards issued by the Office of the General Coordinator for Socio-Economic Financing and Self-Management through Regulations.
