The Special Commissioner for the Development of the Island Municipalities of Vieques and Culebra (Commissioner), appointed pursuant to Administrative Bulletin No. OE-2013-033, shall be in charge of overseeing the development of the initiatives proposed in § 1100 of this title. All plans, programs, and proposals regarding any legislation or regulations shall be drafted within a term not to exceed one-hundred eighty (180) days as of the approval of this act. The Commissioner shall be required to adopt evaluation mechanisms to oversee and ensure that the goals set are met. Furthermore, the Commissioner shall be required to file monthly reports with the Governor on the progress of all the initiatives included in the Plan provided herein.
