The Official Collector or any employee of the Finance Division of the municipality designated by him/her, shall have free access to all such places where public spectacles, shows or exhibitions are held in order to verify the number of tickets and to examine and investigate any books and evidence as necessary. It shall be the duty of the persons who operate said public spectacles, shows or exhibitions to allow such employees free access to examine the books and papers referring to said public spectacles, shows and exhibitions.
