All payments to be made to the municipalities in accordance with the provisions of any law or laws authorizing the creation of authorities or instrumentalities of the Commonwealth of Puerto Rico and those which may be hereafter created or through amendments to said laws as compensation in lieu of taxes enjoyed by said authorities or other instrumentalities shall be made through the Secretary of the Treasury of Puerto Rico.
