The Governor upon recommendation of the Secretary of the Treasury and the Secretary of Justice is hereby empowered and authorized to determine which municipalities should receive compensation in accordance with the ends and purposes of §§ 733–735 of this title, and to assign and transfer to the same such part or parts of the funds appropriated by §§ 733–735 of this title as he may consider just and reasonable; Provided further, That in making the distribution of said funds, the financial condition of each municipality affected shall be given consideration.
