The transfer of the facilities to the municipalities in no way means the exclusion of the Department regarding the implementation of the public policy of the Commonwealth in the recreation and sports area, nor the loss of effectiveness of §§ 444 et seq. of Title 3.In seeking to harmonize the position of the municipality as new title holder of the stadium properties which by virtue of this chapter are transferred, the Department is directed to regulate its function towards the municipalities within the term of one hundred and twenty (120) days pursuant to §§ 444 et seq. of Title 3, [to] the Uniform Administrative Procedures Act, §§ 2101 et seq. of Title 3, and to the obligations and rights contained in this chapter.
