The entities of the interagency task force created by § 891g of this title, are hereby authorized to transfer funds from their respective operating budgets to initiate the studies needed in order to commence the implementation of this chapter. For subsequent years, the resources needed to comply with these purposes shall be consigned in the General Budget of Operating Expenses of the Commonwealth of Puerto Rico.
