The Territorial Ordinance Office of the Municipality of San Juan shall develop and implement a plan for the conservation, restoration, maintenance, and development of the zone described in § 897 of this title in order to promote tourism, recreation, and pedestrian activity in a sound, enjoyable, and safe environment for all its users.The plan to be known as the Condado Walkable Circle Development Plan shall incorporate the measures and projects needed to protect the structures within the zone and to develop the same as an area of high residential, recreational, and tourist interest. It shall also identify the issues that require consideration and immediate action in order to achieve the purposes of this chapter.All proposals for construction, extension, alterations, or remodeling in the District shall be assessed and approved by the Territorial Ordinance Office of the Municipality of San Juan, which may require, without it being understood as a limitation, restrictions on height, size, design, and use in order to comply with the development and maintenance guidelines of the sector.
